SFIA 3: Definition

The planning, implementation and control of service provision. This includes negotiation, implementation and monitoring of service level agreements, and the ongoing management of operational facilities to provide the agreed levels of service, seeking continuously and proactively to improve service delivery.

Service level management at the higher levels should reside within Strategy. The lower levels could reside within Operations as part of IT management but it is important that "junior" staff can be engaged and competent at strategic planning as well. Therefore move all into Strategy. day to day maintenance of service levels is what all of the skills, roles and processes are usually trying to deliver.
