It's clear that development and maintenance require much the same skills.
Control and distribute seem to be rather different. They don't require much knowledge of quality methods and can apply to many kinds of formal document, eg policies toward customers. Therefore they should be repositioned as a separate skill - possibly 'Documentation control'.
