The process of ensuring that the agreed quality standards within an organisation are adhered to and that best practice is promulgated throughout the organisation.

To read as a SKILL this should say: "The ability to ensure that the agreed quality standards are adhered to and that best practice is promulgated throughout the organisation."

There's a real skill here but I doubt that it's specific to quality. Most central staff work requires something similar - the ability to get results from people you don't actually manage.

I struggle to see the distinction between Quality management, Quality Assurance and Quality Standards. Quality Assurance, according to British Standards, is just a component of Quality Management (and the other components are not being brought out as SFIA Skills). The description of the tasks in Quality Assurance contain significant overlaps with those in Quality Standards. My suggestion would be to drop Quality Assurance completely.
